Steps
1Open File Explorer 
. You can find this icon in your taskbar or in the Start menu.If you don’t have any of these programs, you can download a free trial of CursorWorkshop or download Inkscape for free. X Inkscape is recommended because it’s free and easy to use.Once you have one of those softwares installed, you can proceed to the next steps.
2Navigate to your CUR file. Since CUR file types are cursor images for the Windows OS, you’ll find this file in File Explorer in the “System Root” folder.
3Double-click the file. If you have either ACDSee, Axialis CursorWorkshop, or Inkscape, it’ll open in one of those programs.You can also open your program (like Inkscape), then click File > Open.
